When Odense Municipality entered into an agreement with Beredskab Fyn to take over the Vsafe emergency response platform by the end of 2024, they were looking for a partner who could take over the operation, maintenance and further development of Vsafe. Vsafe consisted of two native mobile apps and a Joomla website, which served as the basis for the entire platform.
It was important for Odense Municipality to find a partner who could handle everything related to the emergency response platform. That is why it was chosen in favor of itpilot.
What is Vsafe?
Vsafe is a contingency platform that functions as a comprehensive solution that can effectively warn and prevent crises across the municipality's many departments and employees. Via Vsafe, Odense Municipality can send alerts to the necessary user groups in the event of a crisis. Through the system, users can also be informed about what to do in connection with the current crisis.
From two apps to one
One of the challenges that Odense Municipality experienced with Vsafe was that the solution consisted of two native apps for iOS and Android respectively. This constellation created challenges, as there were different elements that did not work in both apps. In addition, the two apps required a lot of resources to maintain, as native apps are developed in different programming languages.
Therefore, itpilot instead developed one comprehensive app for the solution – a hybrid app. By switching to a hybrid app, Odense Municipality can minimize the amount and complexity of future maintenance and development.
itpilot has also ensured that Odense Municipality has full ownership of their hybrid app. We have done this by ensuring that the app is published from the municipality's own accounts in the App Store and Google Play, respectively, where the previous native apps were published from the previous supplier's accounts.
Upgrading and optimizing the Joomla website
To ensure stability and security of the Vsafe platform, it was necessary to upgrade the website to the latest version of Joomla. This upgrade to Joomla 5 included not only a technical update, but also an optimization of the code base. The result is a website with improved performance, higher stability and fewer technical challenges.
A significant improvement is the implementation of AD and SSO login, which allows users to log in with their work email. This has made the login process more user-friendly, while also strengthening security. It also simplifies administration for Odense Municipality, as user access is now handled centrally.
The close interaction between the website and the new hybrid app is ensured through API integrations that enable real-time data synchronization. This means that incidents can be managed from the website and immediately activated in the app. The municipality's employees receive notifications via push notifications, email or SMS, depending on the nature and character of the incident, as well as what the person who created the incident chooses.
This holistic approach enables Odense Municipality to have a unified platform that is both technically robust and user-friendly.

To ensure stable and secure operation of the Vsafe platform, we host the entire solution. This gives Odense Municipality full control over their data while ensuring a high level of security.
